First, Do No Harm: The Doha Round and Climate Change

Can World Trade Organization negotiations on environmental goods and services play a positive role in reducing climate change? This green justification for the WTO’s current round of negotiations is critically assessed in this report by CCPA research associate Ellen Gould. Key questions are addressed, including whether tariff reductions can significantly increase the adoption of climate friendly goods and whether WTO rules on services actually discourage transfer of climate friendly technologies.  The report also reviews positive proposals to reduce the potential for WTO challenges to action on climate change.
