The failure to carefully regulate the bitumen industry is putting Canada on a dangerous economic and environmental trajectory. This study shows that the current bitumen path is creating the double threat: a “staples trap,” whereby the faster Canada exports its bitumen, the less diversified, productive and resilient the economy becomes;” and a “carbon trap,” which locks Canada into an carbon dependent development path, making the costs of future climate adaptation much more difficult.
This report also examines the potential impact of providing foreign investors with increased access to public procurement and the impact of weakening the provincial government’s ability to promote regional development and to ensure that Manitobans benefit from the province’s natural resources. The increased patent protection and investor litigation rights are examined to assess the potential impact on the costs and effectiveness of public institutions and services.
Social enterprises have emerged as viable business models that create a blended return on investment as a result of the multiple economic, social, and environmental benefits they bring to local communities. They contribute to more inclusive and stronger local economies, more jobs for people with barriers to employment, the provision of important community services, reduced poverty, renewed communities, and more sustainable environments.

OTTAWA—Canada’s economy is experiencing a “carbon bubble” that could have significant consequences for Canada’s financial markets and pension funds, according to a new study released today by the Canadian Centre for Policy Alternatives. Between two-thirds and four-fifths of known fossil fuel reserves have been deemed to be "unburnable carbon" that cannot safely be combusted without leading to catastrophic climate change.
OTTAWA—Despite government claims to the contrary, today’s federal budget actually reduces infrastructure spending, says the Canadian Centre for Policy Alternatives. The Building Canada Fund has been reduced to $210 million in 2014-15 from its previous level of $1.25 billion a year and is back-end loaded, with 75% of expenditures to be spent in or after 2020. All other funding for infrastructure in the federal budget is a re-announcement of pre-existing programs.
